Let's start with some facts/assumptions. 1) Typically the annuity is paid out over 20 years. 2) If you accept the lump sum you typically get half the payout. 3) Tax rates will continue to be progressive, that is higher income amounts will be charged higher rates. Unless you are an investment genius, the annuity is probably the best route. If you are indeed an investment genius you can probably earn enough money on the lump sum to make it worthwhile. Reasons for taking the annuity: 1) You get double the money even if it is paid out over time. 2) Federal tax rates are 10%, 25%, 28%, 33% and 35%. If you take the lump sum, nearly all of it will be taxed at the 35% rate. If you take the annuity much more of it will be taxed at a lower rate. 3) Many, many lottery winners end up in bankruptcy as they are not very good with their money. They would have been much better off taking the money over time as that if they screw up (like so many do) they will have that steady stream of income over 20 years to help bail them out. The next email will be from another of the scammer's fake names and free email addresses pretending to be the "lottery official" and will demand you pay for made-up fees and taxes, in cash, and only by Western Union or moneygram. Western Union and moneygram do not verify anything on the form the sender fills out, not the name, not the street address, not the country, not even the gender of the receiver, it all means absolutely nothing. The clerk will not bother to check ID and will simply hand off your cash to whomever walks in the door with the MTCN# and question/answer. Neither company will tell the sender who picked up the cash, at what store location or even in what country your money walked out the door. Neither company has any kind of refund policy, money sent is money gone forever. Now that you have responded to a scammer, you are on his 'potential sucker' list, he will try again to separate you from your cash. He will send you more emails from his other free email addresses using another of his fake names with all kinds of stories of great jobs, lottery winnings, millions in the bank and desperate, lonely, sexy singles. He will sell your email address to all his scamming buddies who will also send you dozens of fake emails all with the exact same goal, you sending them your cash via Western Union or moneygram. A: It's a scam. And a well known one to boot. Do not contact these people in any way whatsoever. Any legitimate lottery or agent thereof would never contact you by email. Period. This is the second most common financial scam email after the Nigerian Finance scam and it's variants. They want money. Barring that, they want personal information. At the very least confirmation that your email address is live so they can send you more spam. At the very least delete it. Better yet, report it to your mail provider or follow the advice given on some of these sites.
